I'm not sure if your problem was simular to mine, but I initially thought windows installer didn't fully populate but it infact just put about 3 pages of white space and when I scrolled down to the bottom the rest of my programs magically appeared..
I started the machine up in safe mode, then rebooted nomally. POOF,there they were.Not very technical I know, but if you, like me, have tried all theother suggestions and still have problems give it a try.
Go to Start > Run and type:cmd.exe and ok. A command prompt will open. After the prompt > type:regsvr32 appwiz.cpland hit Enter. Then Reboot..

Yeah it should be there so maybe this problem is bigger than we thought.
Can you go in the registry and find this:HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\App Pathsand tell me if anything is listed there.
Then go here and see if any folders are listed under it:HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall
