hey all i need some help in finding a video card for my computer i'm not sure if i should go pci or pci express

PCI-E it has a faster transfer rate.

the last  time i did that my monitor kept blinking out i think at certain resolutions it's only 60 hrz

It will be hard to find a a PCI video card that even comes close to the quality of a PCI-E card. your looking at technology that was replaced almost 10 years ago.

Can you not change the refresh rate for your card. Go into safe mode and change it, then reboot.

well i could if there was more than one refresh rate bigguy i don't have my pci express video card anymore it got fried by static electricity

Safemode only load generic vga drivers and i'm not sure the refresh rate can be changed by default the video card is going to detect the best refresh rate for your monitor specially if it is just sees the monitor as a basic plug and play monitor.

As far as I know does Windows not give you options in the display properties to change the refresh rate. It only lists the ones that are compatible with the video and monitor.

sometimes theres a check box to show non recommended refresh rates
